HDR Looks Dim

I notice when playing games and watching movies the moment the HDR kicks in the screen gets dim. All colors become slightly less bright. I first noticed it when starting up Red Dead Redemption 2, the screen is black with big white text that looks nice and bright but then the screen flashes which I assume is the HDR kicking in and the big white text is suddenly less bright. This is also noticeable with Borderlands 3 colorful start screen. Any idea if this is just the brightness capacity of the HDR on this TV? Or if I need to adjust any settings?
