A 7 vs an 8 on upscaling content?

With vizio TVs the score is subjectively assigned to a 7 for upscaling. When comparing this to the Sony 900H that score is an 8. With this being a testament to an inferior processor, how large of a difference is this? Will cable content be noticeably worse?

If one was to use an upscaling device like an Nvidia shield, would this impact that score? Does rtings have any plans to try this device out? Super curious to see what that impact would be.
