Are the SDR and HDR brightness measurements correct?

The SDR brightness is significantly higher than in HDR, which AFAIK doesn’t happen with any other TV. The difference between 10% and 100% windows is significantly higher in SDR, which also shouldn’t happen. The SDR values are closer to the 1000 nits HDR value other reviews mention. Have these results been swapped?
