Can ABL be completely turned off for SDR?

Let’s say I’m in a darkish room and want to calibrate the TV to 100 cd/m² in SDR. Can ABL be turned off so that 100 cd/m² will always be the peak brightness no matter how small or big a white window is being displayed on screen?
