Can't get 60Hz Refresh Rate

I have connected my laptop, which I confirm has a 60Hz refresh rate, to this Q60R (43’‘). However, when I do so, the refresh rate maxes out at 30Hz, which makes videos I watch that are 60fps run iffy. I know this TV supports 4K resolutions at 60Hz and I bought a cable that says it supports that resolution as well. Can anyone provide any insight as to what might be the issue here? Thanks in advance.
