Well that sucks for me if true. I just bought this tv today for my Series X, I couldn’t afford a 120fps tv but this was the best in my price range.
It is unfortunate, I got this TV for the same reason you did to cut on cost (paid $270 for it with taxes Inc) . I haven’t plugged my Xbox series X (will test and follow up) onto this TV to see if it can give me 4k 60fps, but the pc for sure is capped at 4k 30 fps. That’s despite me going into the Hdmi input settings and it saying it supports 4k 60fps if the device outputting supports it which clearly my RTX 3080 can output. And I am using an hdmi 2.1 cable (which isn’t necessary) in case folks think I’m using an old hdmi cable that doesn’t support 4k60.

That is a problem with your PC more than the TV, it can clearly do 4K 60Hz and is it the PC that generates the FPS not the TV.
The fact your game is stuck on 30fps is the fault of the game, make sure the FPS is uncapped within game settings. If it is then uninstall the Nvidia driver and run DDU to remove any remaining parts then reinstall Nvidia driver.
As clear2skies pointed out, this appears to be either a configuration issue with your PC, or a bug. We were definitely able to sent 4k @ 60Hz properly from our test PC, and it did work properly. Unfortunately, we no longer have this TV, so we can’t retest it, but it should be working.
I also use this TV for PC gaming. I use a 6800xt with a 5600x CPU. I am using an HDMI 2.1 cable. Every time I play a game, the screen tears. I have my frames locked to 60 to match the refresh rate and it still tears. I use VSYNC, and it still tears. I switch to a 60hz monitor, and it does not tear. Any idea why gaming on the TV would cause tears? The TV is 4k60hz.
